LMIA / Employer-Supported Work Permits

Guidance for employers and workers where an LMIA or employer-supported pathway may apply.

A Labour Market Impact Assessment (LMIA) allows a Canadian employer to hire a foreign worker when no Canadian or permanent resident is available. Some job offers are LMIA-exempt under specific programs.

We work with employers and workers to understand obligations, recruitment requirements and the work permit application that follows a positive LMIA.

Who it may suit

  • Employers in Ontario hiring foreign talent
  • Workers with a Canadian job offer
  • Employers renewing or extending existing foreign workers
  • Workers exploring LMIA-exempt options

Typical documents needed

  • Business registration and financial documents
  • Detailed job offer and wage information
  • Proof of recruitment efforts (where required)
  • Worker's qualifications and experience
  • Employment contract
  • Worker's identity and status documents

How the process works

  1. Employer & role review: We review the position, wage and the employer's eligibility and obligations.
  2. Recruitment & LMIA: We explain recruitment requirements and help prepare the LMIA application where it applies.
  3. Work permit application: After a positive LMIA (or for an exempt role), we prepare the worker's application.
  4. Compliance guidance: We outline the employer's continuing compliance responsibilities.

LMIA / Employer-Supported Work Permits: frequently asked questions

Is buying an LMIA legal?

No. Paying for a job offer or LMIA is illegal, and employers must not recover recruitment costs from workers. Be cautious of anyone offering this.

How long does an LMIA take?

Processing times vary by stream and location and change frequently. We check current timelines when planning your case.

Are there LMIA-exempt work permits?

Yes. Some trade agreements, intra-company transfers and other programs are exempt. Eligibility depends on the specific situation.
